Converting a QXP file to a PDF is actually pretty simple and it can even be done right in QuarkXpress. If you have QuarkXpress on your computer you will not. If you're converting Quark to InDesign and you only have the latest (or a recent) version of Quark, you'll need to purchase a plugin like Q2ID. The long and the short of it is that you'll be able to convert Quark files to InDesign, but the newer the Quark (QXD) file version, the more hoops you'll have to jump through.
Hi Bobby,
While the files don't have extensions, they do have Type and Creator codes. You should be able to assign the files to Quark. Highlight any Quark document and press Command+I, or choose Get Info from the menu bar. When the dialogue box opens, expand the 'Open with:' heading if necessary. From the drop down menu, choose Quark if it's listed. Otherwise, choose Other and navigate to the Quark application and select it. Lastly, click the Change All... button. Close the Get Info box. All Quark documents should open properly. They may not take on the correct icons until you restart.

FONTS FOR QUARK & INDESIGN FILES
This link will allow you to download fonts used with this page. Each newspaper should install the fonts on no more than three workstations. We recommend: Two workstations that the pages are produced on and a station where negatives and/or plates are produced.
Once you click on the link, the fonts will land on your desktop. Once there, doubleclick the icon to access the folder. The fonts will be inside the folder. You will need to install these fonts where your current fonts are located.
For most Mac OS 9 platforms, your fonts will be located inside the the Font folder inside the System folder on your hard drive. You will need to quit, then restart all open applications. If you have questions about how to do this, feel free to get in touch with us.
(These are open type fonts, which should work on PC and Mac platforms. For computers running Mac OS 8.6 to 9.x must install ATM 4.6 (adobe type manager) first, which can be downloaded free here.)
